Mothers and Their Unborn Children Battling Addiction Still Protected Under WI Law

Yesterday, the challenge to 1997 Wisconsin Act 292, also known as the Unborn Child Protection Act or the “Cocaine Mom” law, has been ruled moot by the Seventh Circuit Court due to the plaintiff moving out of state. The Unborn Child Protection Act provides protection to unborn children while giving their mothers who are battling addiction the opportunity to seek treatment.

“We are grateful that this lifesaving law remains in effect, and thank Attorney General Brad Schimel for vigorously defending this law,” stated Heather Weininger, Executive Director of Wisconsin Right to Life. “The Unborn Child Protection Act gives both mother and child a chance at life, and is an important tool for law enforcement to help ensure that both mother and child get the resources and treatment that they need when facing the challenges of addiction.”

Title X “Protect Life Rule” is Reinstated

“Wisconsin Right to Life applauds HHS Secretary Alex Azar and the entire Trump administration for reinstating Title X regulations that disentangle the Title X program from the abortion business,” stated Heather Weininger, Executive Director of Wisconsin Right to Life. “Abortion is not family planning. These long overdue rules will not reduce Title X funds by a single cent, but instead will ensure women are best served at community health centers that have no involvement in the abortion industry.”

Today, the Trump administration announced the reinstatement of Title X rules that will redirect taxpayer funds away from abortion providers, and instead redirect them to community health centers that already make up the vast majority of Title X recipients. Title X funds are the second largest source of funding for Planned Parenthood Federation of America, and make up 10.4% of Planned Parenthood of Wisconsin’s budget. Planned Parenthood of Wisconsin is currently suing the federal government for earlier changes to the Title X program that expand eligibility to more health care providers that do not provide abortions.

“Title X should not be considered the personal slush fund of Planned Parenthood, the largest abortion provider for the nation and for Wisconsin,” continued Weininger. “The reinstatement of the ‘Protect Life Rule’ ensures that women have even better access to comprehensive preventative and primary care from the community health centers that already serve women every day under the Title X program.”

Planned Parenthood Expands Their Abortion Business…Again

“After opening a glitzy $8 million abortion facility in Milwaukee last year, Planned Parenthood is expanding their abortion business again, this time in Sheboygan,” stated Heather Weininger, Executive Director of Wisconsin Right to Life.

Today, Planned Parenthood of Wisconsin announced that they are opening a new clinic in Sheboygan that will offer chemical abortions up to 10 weeks. This comes on the heels of their announcement that they are suing the federal government for the changes made to the Title X program that expands eligibility to health care providers that do not perform abortions.

“This new abortion facility in Sheboygan comes at the same time Planned Parenthood is fighting to keep their grip Title X taxpayer dollars,” continued Weininger. “It’s clear that their priorities are on their bottom line, whether it’s from holding onto taxpayer funds or growing their abortion practice.”

Wisconsin Right to Life Applauds Confirmation of Judge Michael Brennan for 7th Circuit Court of Appeals

“Wisconsin Right to Life applauds the confirmation of Judge Michael Brennan for the 7th Circuit Court of Appeals,” stated Heather Weininger, Executive Director of Wisconsin Right to Life. “Michael Brennan is a distinguished attorney, a respected judge, and a dedicated public servant. His broad legal background and commitment to the law will serve him well in his role as a federal judge.” 

Judge Michael Brennan was nominated by President Trump to fill the vacancy on the 7th Circuit Court of Appeals. Yesterday, the U.S. Senate voted to confirm his nomination. Wisconsin Senator Ron Johnson voted in favor of the confirmation, while Wisconsin Senator Tammy Baldwin voted against the confirmation. The 7th Circuit takes on many important cases from Illinois, Indiana, and Wisconsin, including cases that deal with issues such as abortion.  

“After such a long vacancy for this seat on the 7th Circuit Court, we are very glad to see Judge Brennan’s nomination confirmed,” continued Weininger, “We look forward to his service, and thank Senator Ron Johnson for voting in favor of his confirmation.”

It’s Time to Disentangle the Title X Program from Abortion Providers

“Wisconsin Right to Life is in full support of any move to disentangle the Title X program from abortion providers such as Planned Parenthood,” stated Heather Weininger, Executive Director of Wisconsin Right to Life. “Expanding eligibility in the Title X program to alternative providers who have no involvement in the abortion industry is a positive step forward for women in Wisconsin and all around the country.”

On Wednesday, May 2nd, Planned Parenthood of Wisconsin (PPWI) announced that they were suing the federal governmentover the expansion of Title X eligibility to providers who do not perform abortions. Title X funding accounts for 10.4% of PPWI’s budget and is the second largest source of funding for Planned Parenthood Federation of America.

In 2016, a bill supported by Wisconsin Right to Life was signed into law, requiring the Wisconsin Department of Health Services to apply for Title X funding and direct those funds to organizations that do not provide abortions. In addition, Wisconsin Right to Life’s parent organization, National Right to Life, joined a letter signed by 85 pro-life groups calling for the Department of Health and Human Services to also reinstate Reagan-era regulations prohibiting Title X funding from going to organizations that are co-located with abortion facilities or do abortion referrals.

“Planned Parenthood wants to protect their bottom line, which is why they are attacking these positive developments with the Title X program,” continued Weininger. “This just makes clear that this giant in the abortion business will pursue every avenue possible to protect their grip on taxpayer funds.”

Governor Walker Signs AB 128 Into Law

“Today, Governor Walker signed AB 128 into law, which ensures no taxpayer dollars pay for elective abortions under state employees’ health plans,” stated Heather Weininger, Executive Director of Wisconsin Right to Life. “Wisconsin Right to Life has been waiting 23 years for this major step to roll back taxpayer funding for abortion, and we are very happy to see this long-awaited legislation signed into law.”

Since 1995, there have been no limits on abortion coverage for state employees’ health plans, despite Wisconsin law prohibiting taxpayer subsidization of elective abortions. The State Assembly passed AB 128 in November of 2017, and the State Senate passed the bill in February of 2018.

“We thank bill authors Sen. Dave Craig, Rep. Andre Jacque, Rep. Ron Tusler, and Rep. Janel Brandtjen for their leadership on this bill, and we thank Governor Walker for signing it into law,” continued Weininger. “This law significantly protects taxpayers’ rights, since no one should be forced to subsidize the taking of innocent human life.”
